Fighter Who Participated in 1999 Attack on Dagestan Surrenders

CHECHNYA – A fighter who participated in Basayev’s fall 1999 attack on villages in the Novolaksky District of Dagestan has voluntarily turned himself in. 

 

Interfax.ru reports that the former fighter (born in 1975) who quit the NVF after he was wounded in 1999, voluntarily surrendered to the OVD for the Leninsky District in Grozny today.  The fighter was a member of the “Akhmada” group. His name has not been released to the media.

Fighter Killed in Spetz-Operation

INGUSHETIA – The website www.Ingushetiya.ru reports that a fighter identified as Isa Arsayev was killed in a spetz-operation in the village of Kantyshevo, Nazranovsky District, today.  Police had earlier reported that the NVF (of which Arsayev was a member) is planning to carry out a terror attack in the republic during tomorrow’s Victory Day celebrations (Utro.ru; IA Regnum)

Police Attacked in Untsukulsky District

DAGESTAN  A 12:00 noon today, police in a forest outside the settlement of Balakhani, Untsukulsky District, came under suspected militant gunfire from two directions.  Gazeta.ru reports that no one was hurt in the attack.  Police immediately called in reserve police and military servicemen based in the Untsukulsky District to hunt down the shooters.

Bomb Found on Railroad Tracks

DAGESTAN – At 16:00 this afternoon, a bomb “in a canister with a detonating wire protruding from it” was found on the railroad tracks in the village of Saklskoye, Kizilyurtovsky District.  Transport police are currently at the scene investigating.  No other details have been reported.

Fighter Captured in Makhachkala

DAGESTANIA Regnum reports that police on 6 May arrested a fighter in the Sovetsky District of Makhachkala.  Twenty-five-year-old Abdurazakov (first name unknown) was taken into custody on Gagarina Street by UBOP police who found a pistol, two RGD-5 grenades, and three 9 mm rounds of ammunition on his person (IA Regnum).

Chechen NVF Member Arrested in Volgogradskaya Oblast

CHECHNYA A Chechen national has been arrested in the Volgogradskaya Oblast for being a NVF member.  Oblast FSB agents picked up a 40-year-old Chechen man who from 2002 to 2003 reportedly  participated in the “kidnapping of people, carried out armed attacks on civilians in Chechnya, and also participated in diversionary-terror attacks against Russian federal forces,” the oblast’s FSB press service told IA Regnum today.  The FSB has not released the suspect’s name “in the interests of the investigation.”

On 2 and 8 June RETWA published two lists (see below) of Chechen and North Caucasus militant leadership sent to us by anonymous readers.  Since both lists generated a good deal of comment and discussion, we thought this would be a good opportunity to open a discussion FORUM on this important subject.  We have since received other valuable FORUM postings (below) which we hope will be of value to our readers.

Russia’s Amnesty: A Sinister Russian Tactic or a Program Saving Lives?

 

One of our readers has asked RETWA to comment on the 27 July Jamestown Foundation article by Andrew McGregor which, the reader writes, “attempts to discredit Russia’s offer of amnesty to North Caucasus militants who lay down their arms as just (quoting from the Jamestown article) ‘a new Russian tactic’ to ensure ‘Russian rule in the North Caucasus.’ ” 

 

Unfortunately, McGregor’s article “The Amnesty Offensive: Breaking Down Basaev’s Network” does little to shed light on the genuine goal of the amnesty program--which is to save lives—nor the results yielded to date. So what RETWA would like to do in response to the reader's request is focus on the life saving value and the results of Russia’s 16 day old call to militants to lay down their arms in the aftermath of Shamil Basayev’s death on 10 July.

The following figures drawn from RETWA’s daily reporting concern the number of people killed and wounded by roadside bombs, landmines, assassinations, ambushes, and other violent acts committed by suspected North Caucasus Islamic militants in the month of March 2006.  Casualties (except militant) resulting from police operations are also included.

 

The statistics presented below are broken down by republic with the following casualty categories: Civilians, Government Officials, Policemen, Russian Ministry of Defense Personnel, and Russian Interior Ministry Troops Servicemen. Note that militant casualties are not included here.  They can be found in RETWA Analysis Brief No.4.

CHECHNYA - In a recent report by Amina Visaeva for the Institute for War and Peace Reporting, Ms. Visaeva states there is an alarming increase in severe illnesses to babies born in Chechnya. Historically in the former Soviet Union a child was not only an addition to the family but an addition to the work force. Health care in general and maternity wards were far superior and more accessible than today.
